A NEW PROGRAM TO SUPPORT TECHNOLOGY in education received $200
million in the fiscal year 1997 appropriations bill passed by
Congress in September.

It's called the "Technology Literacy Challenge Fund," and it
works like this. State education agencies (state departments
or offices of education) receive grants from the U.S.
Department of Education after developing statewide plans for
financing educational technology, collaborating with outside
partners, and assisting those schools with the highest poverty
& greatest need. State education agencies then make
competitive grants to local education agencies (school
districts) or consortia of local education agencies & other
partners.

"What," you ask, "must a school district do to receive funding
under this program? And in what ways may school districts use
these funds?"

is different from the Technology Innovation Challenge Grants
program. The TLCF provides formula grants to states, which

The Technology Innovation Challenge Grants program provides
competitive grants directly from the U.S. Department of
Education to consortia of school districts & other partners.
The Technology Innovation Challenge Grant program, which is
the "next generation" of a program that began as the Challenge
Grants for Technology in Education program, is designed to
complement the TLCF by supporting carefully designed
demonstration projects that test the impact of new
technologies on education. As testbeds for developing new
learning technologies, Technology Innovation Challenge Grants
are expected to generate proven practices that may be used by
schools & communities across the nation.

VIRTUAL SUPERCOMPUTER
Andrew Grimshaw at the University of Virginia in Charlottesville has
designed a virtual parallel supercomputer with mix-and-match components
(including traditional supercomputers, modern parallel computers,
workstations, and a variety of types of personal computers) distributed
across the Internet. His system, which now includes more than 100 computers
from different manufacturers, appears to its users as a single machine that
hides the peculiarities of the particular operating systems of the component

INCREDIBLE SHRINKING DIGITAL DISKS
Hollywood studios have begun releasing some videos in a high-resolution DVD
(Digital Video Disk) format that offers much sharper picture-quality and
packages seven times as much data as existing CDs. DVD player units will
be available this spring, at prices starting at about $500. Later
generations of DVDs will allow users to record movies and computer data, but
the first generation will be read-only; computer-makers will also be using
the disks (which are sometime called Digital Versatile Disks), and Intel
executives have said all major computer manufacturers would introduce
high-end DVD-based systems by the end of the year, and that DVD-based
systems for the general market will be available in 1998, on machines using
Intel's P6 processor and MMX multimedia technology. (New York Times 9 Jan

SMALLER CHIPS, BIGGER PRICES
As the projected costs skyrocket for sophisticated chip fabs capable of
cranking out system-chips equipped with more than 100 million transistors,
Intel co-founder Gordon Moore points out that chipmaking already is the
world's "most expensive real estate speculation." Currently, turning wafers
into microprocessors costs $1 billion per acre of silicon. The cost for
wafer-fabrication plants capable of manufacturing superchips with
0.07-micron transistors could run as high as $10 billion, he warns. As a
result, a decade from now only 9 or 10 of the current chipmakers will be
able to afford the new factories, says SGS-Thomson Microelectronics' chief
economist. In response, 35 chipmakers, semiconductor systems suppliers and
chip users have formed the Virtual Socket Interface Alliance in an effort to
develop standards that will enable today's chips to be converted into
circuit modules that could be mixed and matched on future system-chips.

Bots are entities that have been around almost as long as the Net. These pseudo-beings, originally created as a means of bridging the gap between computers and ordinary linguistic communication, have evolved into a powerful means of translating simple questions into powerful Internet database queries. The big low-down on bots, their origins, and their current capabilities now resides at the Bot Info site, full of data on current bot trends. There's even a link to Eliza, the "original" bot, created in the late 1960s. OSHA TAKES ANOTHER LOOK AT RSI
In the wake of the recent court ruling against Digital Equipment Corp. over
injuries incurred as a result of using a computer keyboard, the Occupational
Safety and Health Administration is once again developing workplace
standards to address repetitive stress injuries throughout industry. OSHA's
last attempt to impose standards was met with vehement protests from
pro-business groups. Labor Secretary Robert Reich has said that many
employers' fears are overblown, considering that repetitive stress injuries
already cost employers about $20 billion a year in workers' compensation
claims. "This needs to be a clear process and not made into a political
football," says Reich. However, the U.S. Chamber of Commerce has already
said it will oppose OSHA's efforts: "It's more than invasive; it will be
omnipresent. It will be the largest single regulation in OSHA history, and
maybe even in government's history," says a Chamber spokesman. (Wall Street

INTEL, MICROSOFT TACKLE THE VIDEO PHONE BUSINESS
Intel and Microsoft are introducing separate versions of video phone
software for use on the Internet. The Microsoft NetMeeting and Intel
Internet Video Phone products will adhere to the H.323 standard used by
about 120 other companies for Internet video communications. "It's more
convenient to work on NetMeeting than sitting side by side. No fighting
over the keyboard," says a group manager for the software. "It allows all
the people to be productive and communicate with each other as if they were

RESTYLED MSN IS BEGINNING TO LOOK A LOT LIKE TV
Microsoft is shipping out thousands of CD-ROMs containing the new software
needed to tap into the latest version of Microsoft Network. The revamped
service is packaging its offerings into TV-style channels, using Microsoft's
ActiveX software to incorporate more animated content into its Web pages.
"I was wowed by how different it is from the rest of what's out there," says
a Forrester Research analyst. "It's much more television-oriented." (Wall

The Internet Society's International Ad Hoc Committee on domain names is
proposing that seven new top-level domains (such as .edu, .org, .com) be
added to the Internet naming structure. After the introduction of the
additional 10 new top-level 3- to 5-letter domains (not yet selected), ten
people or organizations could register similar names -- thereby presumably
reducing the number of disputes over the us of popular or trademarked names.
The committee is recommending that an unlimited number of firms be
authorized to register the new addresses, a process that is now being
handled exclusively by Network Solutions Inc. in Herndon, Virginia. (CNN

topics. Many of these reports have been locked away for various
bureaucratic reasons and for obscure reasons even they don't understand
the reports have not been put into the public domain. Until you ask for
them. Anyone can ask, U.S. or Kiwi or Ozzie or otherwise.

Here are some subject keywords with which you can obtain a LIST of
several hundred military technical reports on Sports Science and related
subjects from the Defense Technical Information Center, a government
agency. [see below]

better results.

The fee is likely to be free or only a few bucks. You probably want to
